Rockwall restricted front-yard turf in 2024
Rockwall amended its Unified Development Code in June 2024, Ordinance 24-21, and Article 08 section 04(B)(1)(b) now prohibits artificial grass in the required front yard, in side and rear areas visible from a right of way or parkland, in the right of way itself, and in easements. The same provision carves out an allowance of up to 400 square feet of non-PFAS artificial grass in the rear yard. There is a genuine ambiguity in the code: Article 08 applicability at section 02.01(A)(2)(c) exempts properties containing only existing single-family or duplex uses, but that clause is prefaced unless otherwise indicated in this Article. For a retrofit on an existing home those two provisions pull in different directions, and we do not think a homeowner should be the one absorbing that risk. What the 400 square foot allowance actually buys you
Read literally, the rear-yard carve-out is enough for a dog run, a putting green, a play area under a swing set, or the strip along a pool that never holds grass. It is not enough for a full back lawn on a typical Rockwall lot. That is worth knowing before you plan, because the difference between a 400 square foot pet zone and a 2,000 square foot lawn is the difference between a permitted install and a conversation with code enforcement. The ordinance also specifies non-PFAS material for that allowance, which is a product specification, not a preference, and we will name the product on the quote.
What a Rockwall install involves
- Written interpretation first: Article 08 has an internal conflict between the turf restriction and the single-family exemption. We get Rockwall Planning to put their reading in writing before anyone signs.
- Non-PFAS product for the rear allowance: the ordinance specifies it. We name the product and provide the manufacturer documentation.
- Sized to the allowance: up to 400 square feet in the rear yard as the code reads today. We design a dog run, putting green or play zone that fits it rather than a lawn that does not.
- Nothing visible from a right of way: side and rear areas visible from a street or parkland are covered by the same prohibition. Rockwall has a lot of parkland frontage, so this is checked lot by lot.
- Blackland clay base: Rockwall sits on the eastern edge of the Blackland Prairie. Base depth and compaction carry the drainage, not the soil.
- Honest about the ceiling: if the code will not permit what you want, we tell you that instead of installing it and leaving you with the enforcement letter.
Where we work in Rockwall
Rockwall publishes its residential Planned Developments in the UDC schedule, each tied to an adopted ordinance, which makes it one of the few DFW cities where the subdivision list is genuinely authoritative rather than scraped from a listing site. We work across the city, and the pattern is a lake town with a wide spread of build eras, from established neighborhoods with real canopy to newer PD sections on open ground. That spread matters here because the shade problem and the full-sun problem need different specifications, and Rockwall has both within a few miles.

Can I install artificial turf in my Rockwall front yard?
As the code reads today, no. UDC Article 08 section 04(B)(1)(b), added by Ordinance 24-21 in June 2024, prohibits artificial grass in the required front yard, in side and rear areas visible from a right of way or parkland, in the right of way and in easements. There is an unresolved conflict with the single-family exemption in the applicability clause, and we get that resolved in writing before quoting rather than guessing.
How much turf can I have in the back?
The ordinance provides for up to 400 square feet of non-PFAS artificial grass in the rear yard. That covers a dog run, a putting green or a play area. It does not cover a full back lawn on most Rockwall lots.
What does non-PFAS mean and why does the code require it?
PFAS are a family of persistent synthetic chemicals, and Rockwall specified turf that does not contain them for the rear-yard allowance. It is a material requirement rather than a quality preference, and we supply the manufacturer documentation to prove compliance.
Does my HOA matter too?
Yes, separately and in addition. Texas Property Code section 202.007 protects water-conserving natural turf, not synthetic, so an association can lawfully prohibit it regardless of what the city allows. See our HOA guide.
What about a putting green?
A green is often the best fit for the rear-yard allowance, because it is a defined area rather than a lawn and it is the highest value per square foot. See putting green installation.
Will it drain properly over our soil?
That depends entirely on the base, not the turf. Most of Dallas–Fort Worth sits on clay that absorbs water at roughly 0.03 inches an hour, while parts of the western suburbs are Cross Timbers sandy loam that behaves completely differently. We have dogs. Will it smell?
Not if the infill is right. Odour comes from uric acid held in the infill rather than from the fibres, and raw silica sand is the usual culprit. See pet turf installation and why pet turf smells.

How do Rockwall's watering rules affect a turf lawn?
They stop applying. Rockwall limits spray irrigation to two days a week from April 1 through October 31 and just one day a week from November 1 through March 31, with nothing between 10 a.m. and 6 p.m. A turf lawn holds its color through both seasons without a watering day.
Is turf good for dogs in a Rockwall backyard?
