What Frisco’s ordinance actually allows
Read this before you plan a Frisco install, because Frisco is one of the few North Texas cities that writes artificial turf directly into its zoning ordinance. Under Section 4.02.03 of the Frisco Zoning Ordinance, artificial turf on a single-family lot is permitted in backyards and side yards only — specifically, areas behind the front wall of the main building and behind a fence. Front yards are not eligible. The ordinance also specifies that single-family turf must use green yarn matching Bermuda or St. Augustine coloring during the growing season, and that all installations be groomed yearly to prevent compacted, flattened fibers. HOA common areas are prohibited from using artificial turf entirely. Any installer who quotes you a Frisco front lawn either has not read the ordinance or is hoping you have not. Five months a year, you cannot water Frisco turf grass at all
Frisco’s Water Efficiency Plan, approved by council in May 2024, ties your watering days to your trash day rather than your address. April through May and September through October you get one spray day a week, never between 10 a.m. and 6 p.m. June through August you get two. And from November 1 through March 31 the plan states plainly that there is no watering of turf grass areas by spray or rotor devices at all, because warm-season grass is dormant and does not need it. That is five months of a lawn you are not allowed to keep green by sprinkler, in a city that also enforces sprinkler runoff, watering below 40 degrees, and broken heads as year-round violations. First offense is a $100 administrative fee on your water bill, rising to $300, with citations beyond that not to exceed $2,000 per day.
What a Frisco backyard install involves
- Ordinance check first: we confirm the turf area sits behind the front wall of the house and behind a fence, and we show you the boundary on your own lot before you sign anything.
- Color match to code: Frisco requires green yarn matching Bermuda or St. Augustine during the growing season. We spec product that satisfies it rather than the brightest sample in the truck.
- Base built for mixed soil: Frisco is not uniformly Blackland. Houston Black clay is the largest single soil series here at roughly 30 percent of the city, but Branyon, Austin, Heiden and Stephen all show up in quantity. We test what is actually under your yard instead of assuming.
- HOA submission support: the city counts more than 200 HOAs in Frisco. We supply the spec sheet, drainage description and product sample most architectural committees ask for.
- Drainage sized to infiltration: Houston Black takes water at roughly 0.03 inches per hour. A spray head delivers 1.5 to 2 inches per hour, which is why Frisco enforces runoff as a violation. Our base is built to move water down, not sideways into the street.

Frisco is a young city — the median home here was built in 2010, and 82 percent of housing stock went up in 2000 or later. That shapes the problem. Frisco yards do not usually fail from shade, because the tree canopy has not matured yet. They fail from full sun: Bermuda scorching in July on a one or two day watering schedule, thin patches along south-facing fence lines, and bare dirt where dogs run. Frisco specifics
Can I put artificial turf in my front yard in Frisco?
No. Frisco Zoning Ordinance Section 4.02.03 permits artificial turf on single-family lots in backyards and side yards only — behind the front wall of the main building and behind a fence. This is a city rule, separate from and in addition to whatever your HOA requires. We will not quote a Frisco front-yard install, and you should be wary of anyone who does.
Does my Frisco HOA still have to approve it?
Yes, and city permission does not substitute for HOA permission. Frisco has more than 200 registered HOAs. Note also that Texas Property Code Section 202.007 protects water-conserving natural turf, not synthetic — so your association can lawfully say no. What helps is a complete submission. How much water does a Frisco lawn actually use in summer?
Frisco’s 2026 residential rates start at $26.02 for the first 2,000 gallons and climb through six tiers to $9.96 per thousand above 80,000 gallons. One inch a week across a 5,000 square foot lawn is roughly 13,400 gallons a month; 8,000 square feet is roughly 21,400. Sewer is winter-averaged in Frisco, so summer irrigation does not inflate that side of the bill — the whole cost lands on the water line.
What does turf cost in Frisco?

We have dogs. Does that change the Frisco build?

How do Frisco's watering rules affect a turf lawn?
They stop mattering. Frisco ties your watering day to your trash day, allows two days a week only in summer, drops to one day in spring and fall, and does not permit turfgrass watering at all from November 1 through March 31. Artificial turf is unaffected by every one of those windows, because it never needs water to stay green.
