Prosper Unified Development Code section 2.08(G)(1) reads that artificial turf is permitted in downtown and nonresidential zoning districts upon Town staff approval. It is written as a grant by enumeration, and residential districts are absent from that list. That is not the same as a prohibition, and section 2.08(B) frames the surrounding standards around development review rather than homeowner retrofits, so there is real room for interpretation. Prosper has the steepest rate escalation of any town we serve
The top residential block runs 3.37 times the first, climbing from $4.83 per thousand gallons at the bottom to $16.28 at the top. On the lot sizes that are normal in Prosper, an irrigated lawn through July and August sits in the upper blocks for the whole summer. That escalation is the honest financial argument here, and it does not require anyone to exaggerate. The other half of the picture is that Prosper is a young town where the trees are not yet doing anything, so grass is being asked to survive full North Texas sun on a restricted schedule with nothing shading it.

- Straight answer on scope: if the town or your association will not permit what you are asking for, we say so before anyone measures.

Prosper has grown fast enough that its subdivision map changes year to year, and the town publishes its Planned Developments through a system that does not render for automated tools, so we verify the governing documents for your specific address rather than working from a list. Windsong Ranch is the one to flag up front because its recorded guidelines address artificial turf directly and prohibit it outside areas not in public view. Elsewhere in town the constraint is usually the architectural committee rather than the ordinance, and a complete submission is what decides the outcome.

Can my HOA stop me even if the city allows it?
Yes. Texas Property Code section 202.007 protects drought-resistant landscaping and water-conserving natural turf; it does not name artificial or synthetic turf, and HB 2269 died in committee in 2025. Will it drain properly over our soil?
That depends entirely on the base, not the turf. Most of Dallas–Fort Worth sits on clay that absorbs water at roughly 0.03 inches an hour, while parts of the western suburbs are Cross Timbers sandy loam that behaves completely differently. We have dogs. Will it smell?

How do Prosper's watering rules affect a turf lawn?
They stop applying. Prosper splits the town into three watering zones, allowing twice a week from April 1 through October 31 and once a week from November 1 through March 31, with no watering between 10 a.m. and 6 p.m. Artificial turf belongs to no zone, because it never needs a watering day.
