Second, and less convenient for the industry, Colleyville bills water at a flat rate of about $6.46 per thousand gallons rather than escalating blocks. An installer telling you that turf escapes a punitive top tier in Colleyville is describing a rate structure the city does not have. The water saving here is real but it is proportional to the volume you were using, not amplified by a price cliff, and we would rather you heard that from us than found it on your bill.
Not Blackland clay, and the base spec follows
Colleyville sits in the Eastern Cross Timbers rather than the Blackland Prairie. Soil sampling returns Gasil fine sandy loam as the dominant series at roughly forty-one percent, which is a different material problem from the Houston Black clay twenty-five miles east. Sandy loam drains far better at the surface and does not open up in August, but it migrates when compaction and edge restraint are not handled properly, and the failure mode is a base that creeps out from under the perimeter rather than a lawn that pools after rain. A specification copied from a Collin County install is the wrong specification for Colleyville, and the difference shows up in year three rather than year one.

What is the fine for a watering violation?
Code section 98-43 provides for a fine of up to $2,000 per day. Check the current schedule with the city, since stage requirements can change with supply conditions.
We have dogs on a big lot. Where should the turf go?

Can my HOA stop me even if the city allows it?
Yes. Texas Property Code section 202.007 protects drought-resistant landscaping and water-conserving natural turf; it does not name artificial or synthetic turf, and HB 2269 died in committee in 2025. We have dogs. Will it smell?
